As the management regulations requiring compulsory execution management and regulation of technical issues and behaviors, compulsory standards play the threshold and baseline role in the economic development of China. As important forms of technical regulations, important means for regulating economic and social order and main components of technical trade measures in China, compulsory standards play an important role in maintaining the normal operation of economy and society of China. However, compulsory standards still suffer from many problems including broad scope, absence of hierarchy, imperfect formulation procedures, absence of feedback mechanism, unreasonable management system, and imperfect promotion mechanism ; therefore, in the future reform of compulsory standards, people shall pay attention to the reform of the management system of compulsory standards, strictly formulate the procedures and strengthen the implementation and supervision. |
